Shandong will reduce coal consumption by 40.93 million tons from 2018 to 2020

The General Office of the People’s Government of Shandong Province recently released the "Shandong Province 2018-2020 Alternative Work Plan for Coal Consumption Reduction" (hereinafter referred to as the "Plan"), which clearly stated that the total coal consumption in the province will be controlled within 36.834 million tons by 2020. In 2020, coal consumption will be reduced by 40.93 million tons on the basis of 2015.

According to the "Plan", in order to further control the incremental coal consumption, Shandong will not approve, approve, and record all coal-consuming projects that have not implemented coal consumption reduction and substitution, and control the incremental coal consumption from the source. Strictly control the environmental review and approval, the project environmental impact assessment document must include the coal consumption reduction alternative plan approved by the relevant competent authority, and the new coal-fired power generation project is issued by the city-level and above coal consumption total control authority in the project location Review opinions.

In terms of reducing the consumption of coal stocks, the "Plan" clarifies that Shandong will focus on industries such as steel, coal, cement, electrolytic aluminum, and plate glass. Through the improvement of the comprehensive standard system, strict normalization of law enforcement and implementation of mandatory standards, a group of Energy consumption, environmental protection, safety, and technology that do not meet standards and produce substandard products or eliminated production capacity shall be shut down and exited in accordance with laws and regulations to reduce inefficient coal consumption.

Enterprises that do not meet the pollutant discharge standards shall be ordered to rectify within a time limit; if the circumstances are serious, they shall be ordered to suspend business or close down in accordance with relevant laws and regulations.

In terms of promoting clean and efficient use of coal, the province will optimize the layout of coal power and electrolytic aluminum industries, and eliminate the shutdown of coal-fired units below 300,000 kilowatts that do not meet environmental protection, energy consumption, and safety standards, especially those that have been in operation for more than 20 years. Unit and 25-year-old condensing thermal power unit. On the basis of completing all the coal-fired boilers with 10 steam tons per hour and below in the province, basically eliminate coal-fired boilers below 35 steam tons per hour and all coal-fired boilers with 65 steam tons per hour and above in key areas determined by the state. Complete energy-saving and ultra-low-emission transformations, increase the management of loose coal, establish a sound coal quality management system, and strictly control the entry of low-quality coal into the consumer market.

At the same time, the "Plan" also proposes to speed up the construction of heating pipe network. By 2020, the central heating area in urban built-up areas and counties will reach 1.75 billion square meters, and rural areas where conditions permit will implement central heating pilot projects. The province’s average clean heating rate has reached 70%. Among them, cities with a population of more than 200,000 have basically achieved full coverage of clean heating, and the average clean heating rate in rural areas has reached about 55%.

In addition to the above aspects, in terms of the development of new energy and renewable energy, the "Plan" clarifies that by 2020, Shandong's total installed capacity of new energy and renewable energy power generation will reach about 30 million kilowatts, and implement "external power into Shandong" to reduce The coal consumption in the province will increase the proportion of renewable energy in the "foreign electricity into Shandong". By 2020, the province's capacity to receive electricity from outside the province will reach 35 million kilowatts, and the proportion of natural gas consumption in energy consumption will increase to about 7%.
